Usually one dozen is needed to make a waistcoat so getting a dozen makes sense. Death head buttons were used on men's coats and waistcoats throughout the 18th and into the early 19th century. They were used on everyday business attire not for best dress. These death head buttons are a good size for waistcoats and hand made on a pasteboard blank of silk thread.
Directions to make your own "death head" buttons are in "Death Head" buttons their use and construction.
